Reserve the Community Meeting Room

To reserve this City-owned facility, you will need to:
    • Fill out a Facility Use Application (pdf)
    • Provide a Certificate of Insurance for $500,000 ($1,000,000 if alcohol will be present) naming the City as additional insured (usually obtained from your insurance company through a homeowner or rental policy).
    • Pay the reservation fee(s) and the deposit
    • Fill out a City Alcohol Permit, if applicable. 


The Mt. Angel Public Library Community Room is available for rent when not in use by the city. 

Reservations outside of  normal library operating hours will require a City staff member to be present. Additional fees will be charged (see current city fee schedule for current hourly rate)

Library Rules for Use:

The use of the Community Room is open to the public on an equitable basis, regardless of the beliefs or affiliations of the persons requesting the use. This policy is in place to ensure safe and fair access and use. It is guided by Article VI of the American Library Association’s Bill of Rights.

    1. Users are responsible for ensuring that attendance does not exceed the maximum occupancy for the specified set-up, as set by the Fire Marshal.

    2. No user may charge an attendance fee for use of the room.

    3. Neither the Library nor the City of Mt. Angel may be used as the official address of any organization. Publicity may not state or imply Library or City sponsorship or endorsement of a given user’s policies or beliefs.

    4. Should use of the Community Room fall outside of Library operating hours, a City staff member will be required to be present. Additional fees will be charged.

    5. The user is responsible for its reasonable use and safekeeping. Any City inventory (tables, chairs, etc.) must be cleaned and returned to their proper storage place. All decorations and garbage must be removed. If the facility is not returned to its original condition, the user will be charged for any additional cleaning at the actual cost of time and materials, including damage to room or contents.

    6. Decorations must NOT be attached to the walls or the ceiling. Use of rice, confetti, glitter, or other small articles or similar objects used for decoration or any other purpose are prohibited.

    7. Climbing or standing on any piece of furniture is prohibited.

    8. Rental of the Community Room shall require a walkthrough with City staff at a time that is mutually convenient before and after the rental. It is the applicant’s responsibility to make arrangements for this. Failure to do so may result in forfeiture of the deposit.

    9. Any user wishing to use the City-owned audio/visual equipment must first obtain permission and training from the Library Director or designee. Certain systems may only be operated by authorized City staff, and additional fees will be charged.

    10. Use of the Community Room must not interfere in any way with the conduct of City business. Disruptive or noisy users will be required to leave and will forfeit their fees and deposit.

    11. Availability of the room is at the discretion of the City. Food or beverage consumption in the room will be reviewed on a per reservation basis and subject to specific conditions of the City. Fees for use of the Community Meeting Room are set by separate resolution.

 

City Rules for Use:

    1. All reservations require a completed Mt. Angel Facility Use application. The person signing the application must be present during the entirety of the function and will be responsible for ensuring the use policies and procedures are followed.

    2. All facilities are assigned on a first come, first served basis, however City business will take precedence over any and all other events. Availability is at the discretion of the City.

    3. Applicants must be twenty-one (21) years of age or older.

    4. Children under the age of 18 must be supervised by one adult twenty-one (21) years of age or older for every fifteen (15) children. The Applicant is responsible for remaining until parents/guardians have collected all children.

    5. Application, fees and certificate of insurance for use must be received before a reservation is confirmed.

    6. City-owned facilities shall be used solely for the activities stated within the application. The Applicant may not assign, nor rent or sublet any part of the premises. No alterations to any City property shall be made without expressed written consent from the City. Upon any violation of these provisions, Applicant shall forfeit all amounts paid, may be subject to Civil Infractions, and will be liable to the City for any damage.

    7. Additional fees will be charged if any city staff member(s) must be present in order to facilitate the rental of the City-owned facility. It is the responsibility of the applicant to inform the city prior to the rental.

    8. Applicant must provide a certificate of insurance with the City of Mt. Angel named as additional insured. For events where alcohol will not be present a minimum one half million dollar ($500,000) general liability per occurrence policy. For events where alcohol will be present a minimum one million dollar ($1,000,000) general liability per occurrence policy.
      1. Events that expect to have alcohol at or on the premises of a city-owned facility shall obtain an approved City Alcohol Permit. Approval of an alcohol permit is not a guarantee that the rental of the City-owned facility will be made available, nor does an accepted facility use application guarantee the approval of a City Alcohol permit. Fees or deposits for alcohol permits are established by separate resolution and are in addition to fees collected for rental of City-owned facilities.

    9. The user agrees to indemnify, defend and hold harmless the City and its officers, agents and employees against all liability, loss and costs arising from actions, suits, claims or demands attributable in whole or in part to the acts or omissions of the User, and the User’s officers, agents, employees, and invitees in User’s use of the facility.

    10. All users must follow the City of Mt. Angel’s Patron Code of Conduct (Chapter 98 of Mt. Angel Municipal Code) as well as all local, state and federal laws and regulations. Persons who violate the City’s rules may be ejected and/or excluded from the premise and may lose all privileges related to the City-owned facilities.

    11. Cancellations shall be made in writing not less than two (2) days prior to the scheduled event. A ten dollar ($10.00) service charge will be retained for each cancellation. Fees will be forfeited if an event is cancelled with less than two (2) days’ notice.

    12. The City reserves the right to terminate any Facility Use Application at any time without cause.

    13. The City reserves the right to make further stipulations for use prior to renting a City-owned facility.

    14. As provided by applicable Oregon Revised Statutes, smoking in any City facility is strictly prohibited.

    15. Use of facility hours are indicated on the permit. If the facility is not vacated at the agreed upon time, additional rent, and required city staff time will be collected.

    16. Rental commences as soon as the facility is made available to the user. Therefore, hours must be scheduled in blocks of time that will include time for set-up, the scheduled activity and clean-up. For example, if the user has reserved the Community Meeting Room for a function on Saturday evening, but has requested access to the building Friday evening for set-up, the user will be charged for Friday evening’s set-up time, all day Saturday when the premises is unavailable to other users, and Saturday evening until the premises has been vacated. This policy also applies to reservations for Street Closures and Parks.

    17. City-owned facilities shall not be used for promotions, sales or commercial purposes. It is prohibited to use City-owned facilities to attract future clientele, business or dues-paying members. Exceptions may be made for City events or Library sponsored or co-sponsored programs.

    18. Upon clear evidence that the function is to the benefit to the community at large, the City Manager reserves the right to waive all or part of the fees as listed in this resolution.
